Yes, they are. They need to be drilled and fastened.

The "stains" are from the screw at the bottom right rusting, as pictured. (Where water and salt typically pools) A little more elbow grease and some cleaner should remove this. I took a lot off but didn't want to go any further in case of improper cleaning from my end.
