That does not look like a wheel lug to me. More like some random bolt with a washer on the back of it?

that's not a wheel lug, but a 2/3 piece wheel assembly bolt and nut. it appears that the bolt head has sheared off, probably from assembly/disassembly.

i can get you one, but it'll cost you........
