Are you supposed to be able to move the wastegate rod by hand?

I have a serious boost leak (30ff) and haven't been able to locate any issues with the charge pipes.

Anyhow, I've also got wastegate rattling noise on RPM de-acceleration. I was looking at the rear turbo and if I stick my hand down there, I can pull the wastegate rod back and forth easily. Although there is some springy tension. But is this normal? Am I supposed to be able to pull the rod back and forth (open/close wastegate) like that by hand? I though they should be very stiff?
