Replacing fuel pressure regulator M57 in back of rail

Hi.

I tried 2 different fuel pressure regulators that is known good condition but car wont fire up. I get no rail pressure.

With the old regulator mounted in rear of the rail it fires up? Does it need coding or something like that?
