Brake lights on whilst driving

I once read somewhere in my younger years that if you see a car driving with all brake lights on, or at least the 3rd middle light on, that means it has been hot-wired/stolen. Is this true?

I'm not referring to when the driver is only slowing down. The lights stay on regardless.

In my old Ford Fiesta, it usually meant my size 10 foot had bent a bracket that was attached to the brake pedal. This bracket pushed a switch to turn the brake lights off when the brake pedal was released.

Used to happen regularly.

I've seen it on two cars in the last month which sort of jogged my memory of this 'fact' which I'm seeing now is probably not true.
