My dealer quoted $995 delivery fee even if pick up my new X5 from the Spartanburg factory.
I thought delivery fee was to cover dealer expenses to bring the vehicle from Spartanburg to the dealership two time zones away.
Is this right?

If you are referring to the destination and handling charge, then yes everything BMW has that on the MSRP regardless of picking it up in person at the PCD or not.

I have a 2022 BMW X5, XDrive e45. I’ve done a chrome delete on the vehicle but I’m having trouble locating the exhaust trim that’s on the bumper. Is it possible to get black ones or should I get them blacked myself if so how.

BMW modified the "full" black tips. they're now black on the outside but silver on the inside (where yours is now fading), though the M Performance line might have a full black (matte)

many have blacked out their tips themselves with high-heat resistant paint or purchased inexpensive stick-on overlays. if you do the overlays, you should still address the fading areas

Yes, the discounts are in the 10% region for the X1.

I’m getting two messages on my BMW X5 e45. Parking assistance malfunction and PDC malfunction. Extended warranty says take it to a dealership for a diagnostic test and depending on the dealership finding it may be covered or not. Is such repair normally covered or is it an expensive repair.

It would depend on your coverage. I would say a good exclusionary contract would cover it.

No need to apologize, we are here to learn. It means that everything on the vehicle is covered except for the items that are listed as exclusions. These provide the most coverage versus those that name the items that are covered.

Here is an example of the exclusions from a BMW Platinum VSC:
