He had announced to his team to leave him to take care of approaching Norris. Norris quite understandably took evasive action to avoid a crash.We never needed Masi . But the FIA was needed today for this (!)
Race stewards made the right call: no further action for Norris for leaving the track and gaining an advantage + a 5-sec time penalty for Tsunoda.
