Throttle Body Actuator part of EPA 8/80 warranty?

Folks,

Am from GA (car is registered in ATL too) but am in DC for work. That said, it is my understanding that the known failure on our cars, throttle body actuator, may be part of the 8/80K emissions warranty. I know in CA they change it under the said epa warranty.

Does this apply to GA as well or I am SOL and need to fork up for these actuators? If covered locally, then DC dealers will service the same request, for starters, they will always start with a no (how predictable).
