My buddy just picked up a 04 cobra and just moved to Fredericksburg, VA. His car is catless so is there anywhere he can take it to and just pay someone to clear him?

Nope.
You have to apply for an emissions waiver or cheat a roll by inspection.

What county are they in? Fauquier, for example, doesn't require emissions check. But otherwise, I agree with the above.

If he has no lights on his dash then he might just pass. if a light is on it's an automatic fail but a good shop won't even charge you for it. I had to get my sons Jeep VA emissions inspected before a guy down there would buy it and we were messing with disconnecting the battery to get it to pass. Ended up going thru easy peasy second go round. Emissions is cheap as hell in VA so it might be worth just giving it a shot. Plus you can do it at a ton of different gas/service stations so it's very convenient.
