how to clean these wheels?

so i had the car for about a month now, and i guess the previous owner had painted the wheels black, the other wheels where cleaned off, but this one still has some of the paint left on it and you could see where its staring to fade off at the top. its not peel coat or bad paint where i cant peel it of or chip it off. How or what can i use to clean them

sand and repaint.

Or have them powdercoated and in doing so, they will sand blast the wheel bare prior to powdercoat
